Description: The Whatcom County National Pollutant Discharge Elimination System (NPDES) Phase II boundary is defined as “urban” regions with a population density of 1,000 people per square mile. In addition to the urbanized areas, the boundary includes the Lake Whatcom Watershed, per the Total Maximum Daily Load requirements, and the unincorporated Birch Bay urban growth area. NPDES Phase II regulations require enhanced stormwater design standards, condition assessment and tracking of inlets and outfalls, and maintenance activity tracking and reporting to ensure service levels are maintained.In urbanized environments, National Pollutant Discharge Elimination System (NPDES) Phase II regulations require enhanced SW design standards and tracking of inlets and outfalls to ensure service levels are maintained. Condition assessment of inlets and outfalls within these areas, along with maintenance activity tracking and reporting are required elements of the NPDES Phase II permit.

Description: The Birch Bay Watershed and Aquatic Resources Management (BBWARM) District was created in response to community concerns about water quality, flooding, and loss of aquatic habitat in the Birch Bay Watershed. BBWARM’s stormwater program focuses on protecting water quality and reducing stormwater impacts.
