Description: The Whatcom County National Pollutant Discharge Elimination System (NPDES) Phase II boundary is defined as “urban” regions with a population density of 1,000 people per square mile. In addition to the urbanized areas, the boundary includes the Lake Whatcom Watershed, per the Total Maximum Daily Load requirements, and the unincorporated Birch Bay urban growth area.
